Abstract: Economic oil and gas production rate is scientifically demarcated according to the decision management theory raised by Semon, an American economist and taking Henan oil ficld as an example.The principle , methods and influence factors to calculate oil and gas economic production rate are thoroughly studied and proposals concerning how to raise the economic production rate of oil and gas fields are presented.
