Practice Simulative Joint－stock,Implement Contract System of Managerial Responsibility on Assets

  • 摘要: 解开国有企业亏损“磨结”，实现国有资产保值增值，把与计划经济体制相适应的传统企业改造成为与市场经济体制相兼容的现代企业，这是当前深化国有企业改革的重要课题。本文从国有企业员工是企业主体、管理主体和财产主体出发，提出了既借鉴西方股份制的基本特征，又使我国承包经营责任制建立起来的良性激励机制得以保留的模拟股份制，并对模拟股份制与资产经营责任制的关系，模拟股份制的具体操作方法进行了具体分析。

     

    Abstract: A simulative joint-stock,which has both the basic characteristics of the western joint-stock and the inspiration mechanism of the contracted management responsibility system in China, is put forward in this paper from a point of view that the staffs of state enterprises are the principle parts of the enterprises and management. The relationship between simulative joint-stock system and assets management responsibility system and the practical implemanting method are also analyzed.
