Abstract: This paper analyzes the problems existed in capitalconstruction investments, and presents ways to implementquota designing, establish new design system and controlcapital construction investment. They include adopting newdesign concept, strengthening idea of economic benefit andconsciousness of investment risk, estab1ishing quota workresponsibility system, completing capital constructionmanagement system and quota system, and implementingquota design in the whole design process.
