  • 摘要: 论述了石油企业实行资产经营责任制是一项政策性强、工作量大、涉及范围广泛的系统工程,特别是在由承包经营向资产经营责任制的转换时期,除正确认识两者的经营对象、经营目的、经营方式和经营效果外,还要构筑四级框架,理顺国家、总公司、油田企业及其二级单位的关系,进而提出了解决石油储量资产化、实行资产经营责任制的价值考核等问题的思路和方法。

     

    Abstract: Carrying out capital - operation responsibility system in oil enterprises is a system engineering with strong policies, heavy work loads and large scope involved.Especially during the transformation period from contract operation to capital oeration resposibility system, in addition to correctly understanding the operating objects,targets,methods and effects of the two systems, a 4- level frame should be constructed and the relations between the country, CNPC, oil enterprises and their subordinate units should be put in order.The way and approaches to perform oil reserve capitalization and value assessment of capital operation responsibility system are presented.
