Capital Operation Frame in Oil Enterprises and the Points for Attention

Carrying out capital - operation responsibility system in oil enterprises is a system engineering with strong policies, heavy work loads and large scope involved.Especially during the transformation period from contract operation to capital oeration resposibility system, in addition to correctly understanding the operating objects,targets,methods and effects of the two systems, a 4- level frame should be constructed and the relations between the country, CNPC, oil enterprises and their subordinate units should be put in order.The way and approaches to perform oil reserve capitalization and value assessment of capital operation responsibility system are presented.
